Not every region/country has ads it seems. Some people say they have ads, others say they don't. I think it depends on where you are.

If we'd implement this for everyone, the site would be unusable, even more so than it already is. The OC message is to let the server catch up because the number of page requests were piling up. If everyone would bypass that message, the requests would just keep piling up.
Implementing this only for those who pay to use ATRL was the best we could do, and I believe it's fair too.
ATRL+ members paid to use the site, so they should be able to expect that they can actually use the site.
finally a moderator that is useful for something that is not just warning people and telling them to shup like lee
