Its the same thing that happened with "
Erotica" by Madonna, after years its a praised album considered important in her career, but it wasn't and won't ever be considered a comeback in her career.
"Blackout" had more impact than "Circus", and thats the reason after years the album got cult-following, praise, and currently remains as the most discussed and talked about album of her career.
However a comeback to the music industry was "
Circus", it was the album that put her on the map "properly" speaking again , "Blackout" marked low career points for her at that time of her career not to mention all the controversy around it.
Circus was a full proper-comeback for Britney Spears.
