CA has something called the Board of Governor's waiver that gives in-state students $1 tuition at junior colleges if they meet the financial need. I did this for two years and got thousands of dollars in federal grants during it too which I saved up for university.
Despite that and working for a year and a half during college, I still ended up with $11,000 in debt after university

But I agree with what someone said earlier, it's really hard to work out free higher education logistically in a country as big as America, especially when so many degree holders are having problems finding jobs that pay above poverty-level. There are definitely ways to make it cheaper though.
