Madonna does not rely on sex per se. she relies on people's boundaries/narrow mindedness. hence why she made jesus a black person instead of a white one, and talks about the gender roles and why a strong intelligent female can't also be sexual.
britney, mariah, etc all appear as lust objects and rely on the objectification of sex, in my opinion. M is in control.
EDIT: for some reason I keep forgetting about like a virgin. so yeah at the start she definitely relied on it. but I think in a playful and ironic way. not in an objectifying way.

I think relying and using are two different things.
"Relying" being when an artist has mediocre or less talents and is popular mostly due to the fact that they're hot. "Using" being when an artist has above average talents but still uses sex for attention.
So artists like Gaga, Beyonce even Nicki (she is a very talented rapper), Xtina use sex but it's not the most important part of their personas.

This doesn't even make sense. If no one is finding Gaga attractive no matter how naked she is, then how is she relying on sex for her fame? Those two things cancel each other out.
