I don't mean to say that shaking your butt IS art, but you're forgetting that art is a very broad term. It's very easy to prove that shaking your butt is art if you want to. It is a form of dance which is art in itself. The tribal dances that shake their butts, the dance of Martha Graham that focuses a lot on contorting the back, the flamenco with it's heavy use of hand movements all prove that just because you're doing one thing doesn't mean it can't be art, not to mention that unless you were looking at a gif, there is no Beyonce performance that is solely booty-shaking. She also sings, emotes, connects with the crowd, is fierce and so much more. The fact that Beyonce is a commercial artist makes her art less appreciated, but the it remains that if Beyonce was not artistic, she could not do what she does so well.
There is an art to performing. Not anyone can do it. You have to have a vision and a purpose on stage, and Beyonce does.
