Not at all, When The Sun Goes Down is. A Year Without Rain has the masterpiece that is the title track, Rock God, Off The Chain, Ghost Of You, etc. while the other one is pure filler and the only tracks that save it are Love You Like A Love Song, Hit The Lights and Whiplash.
