I'm not sure. Gaga has worn outfits that were 10x better than Rihanna's in the Rated R era, but the influx of cringe worthy fashion neutralized that advantage.

Voted BTW. When Gaga gets it right she ***** all over RR, but when she gets it wrong it becomes cringey, however I believe the right outweighs the wrong from the BTW era.

Rihanna's Rated R fashion was cool but a bit repetitive. Everything had huge shoulder pads and spikes.
Gaga changed so much during Born This Way and there were so many exciting pieces. Some duds too (like that hideous American Idol wig with the mole ) but most things were amazing.
