Not by a long shot. Party In The USA was absolutely massive. One of the biggest hits of the 2000's. Only reason it didnt go #1 on the Hot 100 was because it was blocked by I Gotta Feeling which was #1 for 10+ weeks and sold over 7 million copies.
As for how the pop charts were. An official chart is published every Sunday night. It only counts as an official #1 if the song is #1 on that update.

Nope. Party In The USA still beats it. It has a lower spin and audience peak than Come & Get It I believe, but that's because the panel used to be a lot smaller. The #1 song only needed 9-10,000 spins, where now it needs 14-16,000! Party In The USA was a #1 on Pop.

Just because the panel is now bigger doesnt necessarily mean its essier to get 15k spins. Tons of songs miss the top 10 on pop.
Hollywood records classifies GYHAB as their current biggest radio hit, so if C&GI beats it (which it already did on pop) its the biggest radio hit by a disney star.
