The music quality declined rapidly (aside from Paparazzi, Flower Power, Animal, Reflection) which played a large role tbh. The album had the inflated effect of being from the top hallyu act in japan etc but the longevity was there because of the word of mouth effect due to the quality.
Then you have to remember that the digital market is dead in Japan and then they were releasing re-releases like Oh.
Last but most importantly, SM will not let them start promoting like a J-idol group and as their preferred option of promotion (a few big performances on big shows) can't happen anymore, they are going to flop.

The only room for inflation is the sales of Genie and Gee there though and given that Gee was the best selling song of the decade on Melon and Genie's high charting on yearly charts in 2009, it is safe to say that genie sold at least 3million and Gee, 4 million which means that the overall sales have been inflated by a possible 2.5%. Although, I have been looking up Gee's sales everywhere and I am generally seeing a figure of 4.5 million floating around which is probably the most accurate value. With that in mind, there is general inflation of 1.9% but given that sm has been making them promote those songs for years, I would say that although not officiated, they have probably sold the numbers given. Aside from that, the rest are accurate.
Edit. I looked at the figures again and think that the The Boys album is about 30,000+ too high as the sales for japan, the japanese liscenced version is 100k+ at the start of 2012 so the korean import is probably counted twice but unlike with IGAB, it was released quickly after the korean version so the inflation will be considerably smaller.
Bleh. Overall though, they have probably sold 50million if you consider there are no digital sales bar singles before the boys. Therefore, inflation is irrelevant as they have sold more than the final total there anyway.
