I think both of their latest tours displayed a decline in performance skills, but Gaga was far more consistent so I'd give it to her simply because of that fact. I think when it comes to performing, it's better to be consistent then to stun 1 or 2 times and then be mediocre the rest of the time. Which is kinda the case with Rihanna.

at Rihanna performances being called "brilliant" simply because she finally sings in to for almost a whole performance. This is quite good from her, for sure, but brilliant?
Not somebody using Stay receipts, aka one of the driest ballads in recent memory. It was certainly successful, but to call its performances emotionally moving is a mess.
