These guys have been terrorizing this neighborhood for months. Unlike what the Bieber fans believe, not everyone who is mad about this is looking to get famous. These people live in this suburb, their kids play here, that one football player said his kids are being put in danger because of their reckless driving.
Meanwhile, the police have refused to do anything (there was even a story a week or so ago about one of them getting pulled over for speeding and let off with a warning, despite the numerous calls to the police from the neighbors, they are also refusing to arrest Tyler despite his confession) and the homeowner's association is dragging their feet on punishing him as well
What do you expect these people to do, wait for them to cause a major accident or run over one of their kids? If I were in her situation I would be doing the EXACT same thing and this is EXACTLY what the authorities tell you to do. Document it, get evidence.
