But he did, it clearly says that Samsung paid $5 per album to make this possible, it's much like Amazon that paid full price for Born This Way and then offered it for $.99. If I remember correctly such deals were excluded by Billboard after that happened though?

isnt it kinda the same as when labels buy up artists albums? do they pay full price when they do that? Samsung is paying 5 bucks for each one (I imagine full price will be 10)
