I think it's what the series needed. Loads of fans, including myself, pretty much ignored Sims 3 and a number of the expansions and are hoping Sims 4 will be a step up. As you said, TS3 has been one rushed mess and now they're already focusing their attention on TS4 as if they're trying to forget about TS3 as soon as possible. I'm hoping they learnt from their mistakes and give us a great base game with enough features to persuade people to move on from TS3 (and for some, TS2).
