a) No she didn't say that in 2010. She released one song to coincide with her TV show in 2011, there were rumors of an album but never from Shania herself.
b) Nobody thinks that, he co-wrote and produced every song on the Woman Me, Come On Over, and Up!. But that doesn't mean she isn't capable of releasing an album without him.

There are no definite plans but that doesn't mean we can't be excited that she's talking about new music.
