It's kind of confusing, but basically...it allows you to go past lvl 81. Originally, once you got to 100 in all the skills you got stuck at lvl 81 and that was it. By going legendary in certain skills, you lose all your perks in that skill, you have to get all the way back to 100 again, but you get the perks back and more perks for leveling up your skills. It's like prestiging in Call of Duty.

I mean, I see the point of it, but it's sooo...ugh. I'd rather just continue leveling up, not start all the way at the bottom again and work my way from there. But I see the benefits--besides not being stuck at lvl 81, you don't have to master the skills you don't want to and still be a high level.
Are you on PS or Xbox?
You probably have a high bounty in that area you were in. Maybe you killed or stole a thing or two and got away before a guard could confront you, so the next time you enter that area, they confronted you about it. Usually when you press B or back out of their dialogue for that, they start attacking, especially if you already have your weapon(s) drawn.
