It's been closed for many months now, though they've opened it for very brief windows in that time and some have been lucky enough to register during those gaps.

It has been closed for a while now to help with the server. It was opened a couple times as a surprise for a few hours, but nothing permanent. When we upgrade our server, which hopefully it will be soon enough, then registration will be opened again.
