They can give him PEP meds if they caught it early and it may reduce his chances of getting infected.

Maybe the teacher was unaware of the infection. Still wrong but lets not jump to conclusions.

PEP is only for within 72 hours of exposure, and its expensive as **** in the states.
I'm actually on it right now, its free in the UK. I'd be completely out of luck if I was in the states at the moment.
