Yes tbh. All Rihanna can do is a #1 first single, the rest of her singles are up for grabs.
Then what's 'Disturbia', 'Take A Bow', 'Rude Boy', 'What's My Name?' and 'S&M'? Not counting the singles she helped make #1 like 'Live Your Life' and 'Love The Way You Lie'.

Yes, by far right now she is. That's not necessarily a bad thing though; people like generic music and it sells well. Hopefully her next album will have even an ounce substance though.

I think it's too early to say. If she comes with LP #3 giving the same Dr Luke tracks then maybe I'd think so. But TD was just one album during which dance pop came into popularity, so I don't think it was as if she were banking on any particular sound to be "safe" beyond maybe using Hot & Cold / I Kissed A Girl as a starting point for success.
Based on singles alone I'd probably give it to Kesha who cmae back with 3 Dr Luke tracks as singles, but I don't think 2/3rds of them are considered hits.

her songs are just really catchy and even though they are mainstream pop, they arent recycled same old crappy fluff pieces.. they are fresh and enjoyable and sound still amazing and fun after a month or a year!
TOTGA and TOY and Wide Awake werent hits-meant-to-be, they worked cuz she is Katy.. she cant miss!
During the TD era, yes, it was always a safe bet that her music would perform well. However, now that the Dr. Luke sound has faded away, it'll be interesting to see what she does and how it will perform.
Edit: Wait... what are you asking? Safe as in her music is safe/generic, or safe as in "it's safe to say her music will be a hit"?
