This was somewhat similar to a particular moment in Madonna's career. Most notably, the iconic "cone bra" from her epic 1990 Blonde Ambition Tour. This is something that people attribute Madonna's name to. It's so highly recognisable.

The question:Will people remember the meat dress many years later, as they did with the cone bra?
Yeah? People associate it with Gaga. Unless she completely disappears + is forgotten in the next fifteen years (obviously impossible) it will stand as one of her most iconic and memorable moments.
More people from today's generation know the meat dress than the cone bra.
Well, I'm sure the cone bra inspired lots of people + fashion trends, much more so than the meat dress since obviously people aren't going to start regularly wearing raw meat. So it's a pretty hard one to beat. But in general I think the meat dress will be equally long-lasting and symbolic.

EDIT: And the cone bra was an actual fashion accessory. The meat dress was just another tryhard attempt for attention, which is exactly what most people saw it as.
It's all conjecture at this point but I think it will be just as remembered. It's her most iconic outfit at this point, so like Scuba said if Gaga stays relevant it will likely, by association, be remembered.

The meat dress was all kinds of tacky. It will forever be remembered for bad reasons.
The cone bra, however, is basically a pop standard. Now that's what I call a memorable and iconic moment.
