She does NOT know how to teach! She's literally just reading everything off word by word.

There is nothing wrong with her teaching in this video. She made those notes to teach from, and she's not reading everything off the board word-by-word at all. She has historical knowledge that she uses to elaborate on the points that are written on the board, and she also uses hypothetical examples.
She seems like a perfectly fine teacher, judging from this video, which could be entirely different from how she teaches in the classroom, but I don't think it would be. One difference would be that the students ALSO get packets for a physical source of information, as well as an online source at the website she mentioned at the end of the video.
I've had teachers like this. It's funny though because I had one teacher, who I had 3 years in a row in high school) who did nothing but talk to us about what we were learning, joke around about it, and every teacher hated her because they thought noone was "learning" in her class because she never gave us homework and she never gave us packets of work to do out of the book. Plus it would be 10 minutes before she'd even start discussing anything. Before that she would just talk to kids about how things were going, etc.
Then every year test results would come back and she'd have the highest scores. Keeping others pressed.
I had a teacher just like this. He would read us Shakespeare in funny voices and we watched Iron Man, Transformers, etc. and he would make the principal fume because he wasn't running his classroom like he was "supposed to" but his classes always had the highest test scores so the principal couldn't touch him I loved that class. It's because he actually cared about us, he gave us homework but it was fun homework that helped us learn more than just "read pages x-xx" would have.

She's seems an enthusiastic enough teacher to me. She's not a bad teacher at all judging from that video. Many good teachers are like her. Teach your students, inform them well via a variety of methods if and where you can (notes, illustrations, diagrams, hands-on videos, etc), involve them (interactivity), make them think. If a teacher wants to sing-and-dance at times as well, that's fine, but it isn't a necessity.
Sheets of paper, usually filled with the basic information of the topic at hand. They used to give us that stuff when the teacher was absent at our High School and it was the pits. Nothing was ever learned through them except very basic facts that we already knew like

Also, the student originally asked her why they didn't have enough time to prepare for the statewide exams and he started talking about the way the education system was run. The teacher literally told him to stop bitchin' and that's why he got upset. He dropped out of High School for a year but came back after realizing the importance of an education. The teacher thinks she's Asian because she visited the Great Wall of China and that's why she's teaching Asian Studies.
Tbh, that video isn't bad.. she is boring yes, but what else you you expect from the content.. Not to mention, a lot of the information was her work.. her summary.. if I were the students.. i'd be busier taking notes from that!
If he did have a problem with teaching, maybe he should have confronted her one on one.. not disrespecting her infront of the whole class.. some kids these days
