No, homosexuality is not techincally a criminal offfense in Egypt. However, having gay sex is, but they're not going to stop you if it's done in private behind closed doors.

I was kinda surprised to find out not too long ago that gender re-assignment surgery is permitted and not all that rare in Iran. Though I read that in a lot of the cases the motivating factor isn't that the subject has gender dysphoria but are actually just homosexuals who are going through it (or have been pressured to) as a way around the prohibition against gay activity and still be with someone of the gender they're actually attracted to... which is more than a little disturbing.
