Digital Peaks:
Run It #2 (When I’m Gone)
We Belong Together #2 (Hollaback, Don’t Phunk)
Big Girls Don’t Cry #2 (Delilahx3)
Grillz #2 (Check On Itx2)
Temperature #2 (You’re Beautifulx2, Bad Dayx2)
Say It Right #2 (Arms Race)
Yellow #2 (Grenade, Perfect, Doctor)
Give Me Everything #2 (Rolling in the Deepx4)
Down #2 (IGFx2)
Whatcha Say #2 (Party in the USAx2)
Rude Boy #2 (Breakx2, Soul Sisterx2)
Raise Your Glass #2 (Firework)
Buy U A Drank #2 (Makes You Wonderx2)
Lollipop #2 (Bleeding Lovex2, 4 Minutes, Time of My Life, Viva La Vida)
Don’t Matter #2 (Hotx2, Glamorous)
Riding #3
Money Maker #3
Let Me Love You #7 [beginning of digital era]
So I guess since 2007 you have to at least have been in the T2 of digital sometime to hit #1.
The single song that kept a #1 down the longest is RITD with 4 weeks, but Lollipop was the runner-up for 5 weeks to 4 different songs.
2006+, lowest digital charters a week they were #1: #6 We Found Love, Down, Tik Tok, I Gotta Feeling, Whatever You Like, Big Girls Don't Cry
#7 G6, Check On It, Irreplaceable
#9 Only Girl

Too bad for One More Night, faced with Taylor and Psy
but it's cool coz it topped the Hot 100 anyway
(unlike payphone which topped digital, radio and streaming but never topped Hot 100 )

The Hot Digital Songs chart was introduced into the Hot 100's ranking formula in February 2005. Normally, songs that top the HDS chart usually go on to top the Hot 100 during their run, but there are a few that are an exception to this theory. Here are just a few off of the top of my head:
2005

Mario, Let Me Love You - 9 weeks atop Hot 100
Mariah Carey, We Belong Together - 14 weeks atop Hot 100
Chris Brown, Run It! - 5 weeks atop Hot 100
2006

Nelly f/ Paul Wall, Ali & Gipp, Grillz - 2 weeks atop Hot 100
Sean Paul, Temperature - 1 week atop Hot 100
Chamillionaire, Ridin' - 2 weeks atop Hot 100
Ludacris f/ Pharrell, Money Maker - 2 weeks atop Hot 100
2007

Nelly Furtado, Say It Right - 1 week atop Hot 100
Akon, Don't Matter - 2 weeks atop Hot 100
T-Pain f/ Yung Joc, Buy U A Drank (Shawty Snappin') - 1 week atop Hot 100
Fergie, Big Girls Don't Cry - 1 week atop Hot 100
2008
Lil Wayne, Lollipop - 5 weeks atop Hot 100
2009

Jay Sean f/ Li lWayne, Down - 2 weeks atop Hot 100
Jason DeRulo, Whatcha Say - 1 week atop Hot 100
2010

Rihanna, Rude Boy - 5 weeks atop Hot 100
P!nk, Raise Your Glass - 1 week atop Hot 100
2011

Wiz Khalifa, Black and Yellow - 1 week atop Hot 100
Pitbull f/ Ne-Yo, Afrojack, & Nayer, Give Me Everything - 1 week atop Hot 100
2012
Maroon 5, One More Night - 9 weeks atop Hot 100
2013
Baauer, Harlem Shake - 5 weeks atop Hot 100
If there are others, please post and I'll add to the OP
*Note: only songs from February 2005 through present will be used since this is when HDS went into effect for the Hot 100.

At some point WE BELONG TOGETHER was at no20 on i-tunes and hot digital sales but still at no1 because of airplay. LOL. If the US charts were like in most other countries, WBT would have never hit no1! It would have peaked at no2 for a couple of weeks. Radio forced it down Americans' throat.

It peaked #2 in the UK as well where it's just sales (but it sold more in the long run than some of the songs which hit #1 that year).
I don't think We Belong Together should've been the decade-end #1 though. I think something like Yeah! or even I Gotta Feeling would've been more deserving.
