Shipments are really the only way to know how much an album "sold" worldwide. And it'll be that way for a while I'm sure.

Exactly. You simply can't track every CD sold across the entire world.
Shipments are supply meeting demand, so that's as good as sales for the most part. Obviously labels can over-ship, but you have to consider that they wouldn't willingly lose money by doing that.
