EMBATTLED TopTV on Wednesday hailed the decision by the regulator to approve its application for three adult content channels as a “victory for democracy and freedom of speech”.

TopTV, which is under business rescue, applied for authorisation of the three channels in a bid to secure more customers. The company said last month that if it was not granted permission, jobs would be at risk.

Adult content was one of the two key drivers of pay-TV subscriptions around the world, the broadcaster said. Sport was the other.

The Independent Communications Authority of South Africa (Icasa) said that it had approved TopTV’s application to broadcast the three adult content channels Playboy TV, Desire TV and Private Spice within the “watershed period” — from 8pm-5am.

“The authority upholds the view that there is no law of general application prohibiting the production and distribution of adult content in the republic. Only the production and distribution of child ****ography is expressly prohibited by law,” Paseka Maleka, Icasa’s spokesman, said.

Icasa approved the application on the basis that the TopTV channels would not be broadcast before the watershed period; and all security measures, including the double PIN code as outlined in the application, were in place to safeguard children’s rights, said Mr Maleka.

TopTV said the channels would be offered as a “completely separate, stand-alone package”.

TopTV said these security measures would be put in place to ensure that only viewers “who willingly” subscribe to the channels would have access to their content.

The company said details about whether the channels would feature* soft or hard core ****ography would be available when it launched those channels. But it said subscribers should be over 18 years of age.

Mr Maleka said Icasa had considered all those submissions and it was found that most of the representations made were based on moral grounds, “rather than a research evidence to demonstrate some of the conclusive remarks linking ****ography and gender-based violence”.

“The Christian church is deeply concerned that the introduction of three ****ographic channels in SA will exacerbate the current crisis of rape and violence against vulnerable women and children,” director Errol Naidoo said. “Research overwhelmingly indicates the widespread and easy availability of ****ography is harmful to society.”

It's a subscription only channel? so what's the problem?! If someone wants to watch ****ography and can't watch it on TV they'll probably watch it online anyways.

They all sound like channels for str8 men tho so am not here 4 it !!

It comes at a really affordable price though

My country is just being dramatic about the whole morality issue, when other countries have BEEN having these channels
