If the graphics were to be improved ten fold like you said, there's no way that the memory space the game takes up could be downgraded. If anything, it would increase.
And I don't think we'll ever hear actual languages inside the Sims because they would have to hire voice actors to speak every word in the english dictionary and the development team would have to assemble the words into coherent sentences for every possible response or interaction.

I probably won't be buying The Sims 4 upon release because I haven't even gotten the chance to play The Sims 3. My computer just isn't strong enough to handle it, but I figure soon I'll have a powerful enough computer and collect all the expansions when their price drops.
