She could go ahead and release the single next month or June. The issue with that is that she'd have almost no promo t.v spots except talk shows which are really watched more during the fall. Not to mention that sales are typically better during the Q4 season anyways.
On a sales side I could see them waiting till the end of Q3 like with Ke$ha or going for the Q4 to grab those winter sales.

That's fair. I just don't think Gaga would be able to keep her hands off ARTPOP till Q4. Furthermore, would Interscope get the album finalised so far in advance knowing fine well how subject to change it'd be?
Health wise, she was given 3/4 recovery time which takes us to June IIRC. Considering she was walking and doing yoga a few weeks back, it looks like things are going well. Video aside, she wouldn't need to perform till the VMAs in August, anyway. Plenty of time.
Promo wise, she shouldn't need to do any for the lead. Hype, radio deals and a killer video should do the job. If it doesn't, she has bigger problems.
I don't think the album will come later than early September. A Q3 release would allow her to slay the debut, level off during a decent sales period and then be carried through Q4 into Q1 thanks to holiday sales, only to receive a further boost from the Grammys/Brits. Speaking of which, I think they'll want ARTPOP out to be eligible in 2014 so it doesn't compete against the Tony album in 2015.
They could go several ways with the single. Will they want two leads, one in May/Jun and the other in Aug/Sep with album? Will they want a VMA eligible video (May/Jun release)? Will they give the lead plenty of time to do its thing before the album (i.e. Jul)? Will they debut the single at the VMAs (Aug)? etc. Will the single AND album come out before the VMAs and use that as a longevity boost?
Shrug.
