Agreed, and it's also up to the parents not to leave them in easy reach (if they really insist on having a gun...). It's similar to when kids choke on small toys, take medication off the counter, etc.: irresponsible parents. Personally I don't buy into "kids shoot people because they see it in video games," not in accidental cases like this. A child this young probably doesn't have any malicious intent and doesn't know what they're doing is dangerous, which is why it's essential that kids be watched and dangerous items be kept out of reach.
