Yes, (most likely in the US) and that's one of the most memorable lines from the ANOES franchise (from the worst movie in the original series) because of that. I'm on Elm St right now, not 1428, tho.
I doubt it, but I don't know all the street names in my town. I mean, there could be a tiny road called Elm St somewhere that I don't know about it. But you have so many small towns that have maybe 5 roads and the odds of all of them having an "Elm St" is slim.
