I agree with what you said up to the point about it having more impact on pop culture and the music scene than the other two (notably Single Ladies). If you need refreshing on how impactful Single Ladies is, there is a Wikipedia section dedicated to it's cultural impact. Toxic has lots of cover versions and is quite impactful on pop culture - it is a true amazing pop moment, but it's not quite at Singe Ladies' level of cultural dominance.

That's a bit of a reach because I'm sure anyone here could name an electropop song that came out in the years before that like any number of Kylie Minogue singles. And even if that is the case that it influenced all these other acts, it doesn't necessarily mean that it's iconic. It's just influential. And even if it's influential, I don't think there are not a lot of people who credit Toxic as being a trendsetter.

And who started doing it after Toxic? No one until 2008/2009.
