The Circus era is actually rather difficult to estimate in sales because people frequently over- or underestimate the sales of it's first two singles. I'd actually place the era as a whole at 24 million as a maximum estimate, but that's the upper limit - any higher is just inflated.

That's assuming, however, that the average growth rate of the "Circus" single has been the same globally as in the US since November 2009 - and by that I mean percentage, not number, as assuming the same in number would be a bit off.
