Well X's last album wasn't a major one so I wouldn't count that.
And the Bionic era had Burlesque attached to it so he didn't outsell that either
So I guess that just leaves Britney's last album

It'd be easy to say who he didn't outsell (Only Adele, Taylor and few other would be safe)
