Do you realize that management and creative control are completely different? Cause I don't think you do. Gaga made the songs she wanted to make, her label just influenced which became singles. She still had complete control over the song writing process, deciding which producers she worked with, the videos that were made, the development of the tour and so on. Also, she changed her name to Gaga while she was not signed. It's not a hard concept to grasp. She either came up with it or heard the suggestion and chose to go with it.
Now then, you can take several seats. No one wants to hear your opinions if you're going to vote for someone who you admit to not being the best choice.

Ya'll believing anything these girls say to you, let me guess you acutally believed beyonce when she said she released DIL singles agaisnt her label will  no one knows who has the most creative control because none of you were there and there is no proof, the industry was always all about smoke and mirrors and many singer songwriters that supposedly had "control" of their career got exposed later, wouldn't be surprised if it happens to these girls in the future

Lady Gaga then Beyonce.. Lady Gaga is making the videos the way she wants (Telephone is the only video she did not work much on) she writes her songs, chooses her outfits, her team everything ... she is working with producers that works only with her or with her for the first time Except for RedOne ...

She doesn't. Gaga writes her lyrics solely on her own. Beyonce is more of a collaborator. But that has nothing to do with having more creative control. That's just how they choose to work.

Songwriting /=/ creative control 
The answer is Bey just because she records when she wants without any serious deadlines from the label. She pays for the studio, chooses what produces, writers, etc she want's to work with and collaborate with. She is the president and CEO of Parkwood Entertainment:
