People always trying to find excuses for her success. The fact is above everything else she has the raw talent which is more responsible for her success than anything else.

How many times are you going to mention her controversies, the meat dress, etc etc? Regardless GaGa is extremely successful and there's nothing wrong with using controversy to create interest in yourself. Especially in today's world when it's so hard to break into the industry. Anyways...to answer the question, she would still be successful yes because Just Dance, Poker Face, LoveGame, and Paparazzi would of been huge smashes either way. They're flawless pop songs.
