He's been saying stuff like that for all his albums since Confessions. I think since because that album actually DID have such an impact on mainstream music, particularly helping crunk along to being mainstream, he's been wanting to do something like that again.
I did think his previous album was good. It wasn't like a Flo Rida album at all, but it serves Usher right for releasing the Flo Rida-esque songs as singles. People are going to think it's a dance album when the only song they've heard from it is Scream. It had some really good songs though.
