As of right now, Xtina because of "Feel This Moment" as well as Lotus being released only a few months ago. Plus, she was on The Voice.
Once Avril releases "Here's To Never Growing Up" during Summer 2014 (being hopeful) she will be more relevant.
People will likely disagree with me here but when it comes to entertainment, the GP move on pretty quickly and with Pop music it isn't any different. As of right now, Xtina is more relevant than Gaga in the GP's eyes. She has been gone for a whole year so its understandable.
If your referring to who is more remembered while on break it is also Xtina. If Avril can comeback big with her next album that could change though. Xtina has had 2 fails in a row.
Christina remains relevant even after two under-perfoming eras. That's quite shocking to be honest. Avril? well, she didn't do that bad and yet no one cares to talk about her.
This is difficult because they are both so irrelevant as solo artists. But I think X-Tina is a little more relevant. At least her features do well. Avril hasn't truly been popular in like a decade.

I really don't see them as rivals - they were rivals in the early 2000s. I just don't see them as competition any more? They haven't been head to head in like a decade... at least the Britney/Christina "rivalry" can be kept alive every once in a while (case in point: scream and shout/feel this moment are both playing on the radio right now).
Honestly - I haven't heard Avril mentioned in months on TV. The last time I remember her doing anything was during that Canon Rebel commercial. Oh, and her engagement to Chad. That's it....
Christina breathes scandal by just existing. Every time she gets her pictures snapped by the paparazzi it makes news. Her gifs are used on almost every page on ATRL. She's still on the radio right now.
Christina is a lot more relevant than Avril right now. That doesn't mean Christina "wins" - relevance is not necessarily a good thing (Lindsay Lohan, for example).
