Um, that's not really it. They are mad because Britney can either kill a performance or do a meh job and still grab the headlines whereas Beyonce puts 100% into her performances and gets outshined by the "Kiss", Shakira, P!nk, Taylor Swift, Adele etc. When Britney took a break and Beyonce was on the rise she copied the look off of Britney's 2003 AMA performance for her 2006 VMAs performance which again was forgettable. She sent a message that she was going to be the person that people looked forward to for both tour and award performances...she got one right.
The Bey stans are mainly mad because although they will comment on and on about Bey's stronger vocals and consistent dancing, they are peeved that Britney continues her 4 single releases and makes more memorable hits whereas she has to release 6/7 songs for the album to sell. Also, in the US alone Beyonce's albums hasn't even shipped what Britney has in her first.
They also don't like that Britney doesn't have to do extensive promo to sell but Beyonce has to be everywhere with a clean, canned image. Beyonce's image is more ice princess which is good but Britney is more relatable and is more embedded into pop culture. Her videos, highs and lows are more memorable and iconic and Bey still has fans and fairweathers alike commenting on how boring she is, how they don't know the real her and her voice is void of depth.
Anyways, they have a new target with Rihanna (did you all see that cover where Beyonce was exposing her breastses to compete with Rihanna's edgy provocative image kii) as Rihanna is more global than Beyonce as of 2011 and has more edge, versatility and relatable characteristics to be the urban pop queen of the 21st century

I feel like in between Scream and shout peaking in March and her announcement of the residency with her in the studio there needs to be something else going on...killing this momentum for a September single would be stupid. Even if they don't have the album complete they still can release a single in May and then work on the finishing touches in June and July then mix and finalize in August.
