Both are great dancers. They may not be exceptional, but both are good. Gaga is better to me only because she's tried harder dance steps and pulled them off quite nicely. Rihanna I'm sure can do the same, but she hasn't showed much so it's hard to really judge where she's at dancing-wise
RIHANNA by MILES. That goes without saying. Gaga has no idea about what she's doing. Rihanna has the rhythm and the flow. She just needs a good choreographer, but she's obviously not very interested in the dance department, even though she probably would do well.
Rihanna has the flow without trying, gaga looks like she's in a seizure when trying really, really hard.
Gaga is a better dancer in my opinion and I can't wait to find out what her dance classes will do for her, hope she slays even more during the ARTPOP era!
Rihanna has a more natural flow and could dance really good with some dance classes altho we can't really judge because her coreographer is the same of ages and its an old lady that always gives her the same crotch grabbing hip whining stuff , Gaga has better coreographies and actually puts effort so its more entertaining to watch her dance

On top of that, Gaga's choreography is way more difficult. Most of Rihanna's choreography is pretty basic.
