I'm almost certain that Don't Stop The Music, Disturbia, Hot N Cold, and Womanizer all happened before Top 40 ever gave Just Dance the time of day.
And dance-pop really continued to take off cause of the Black Eyed Peas. Gaga did play a supporting role, but it was something that was already happening even before she was picked up by Interscope.
I do think just dance sounded different than the usual sound but I don't think it inspired much outside of tik tok which inspired California gurls. I do think there's a reason why both Gaga and Troy Carter both were refusing to play Just Dance at first because radio programmers said it sounded different. Again, I don't think she started the dance pop craze as it was coming regardless but I do think she opened the doors for different sounds including kesha.
JD is part of the reason dancepop music sounds the way it sounds on radio; it began to set the standard and ignited the dancepop movement. IMPACT.
People don't realize how huge Just Slay really was. On top of its impact, it's sold almost as much as BR worldwide and could overtake it eventually for Christ's sake.
