It's not THAT bad!! It's not really filler either since it fleshes out the album and has a "point."

Confessions on a Dance Floor is quite a filler heavy album. Especially on the second half. I'd say Hard Candy is more consistent but less impressive as an album therefore it's not as good. If anything, her least filler-heavy albums are Music and Like A Prayer.

Actually, I think today's pop stars should experiment with shortening their releases more. In that way all the filler (the tracks that were made solely to have 12 songs) is eliminated and the album is more consistent. Examples are Robyn's Body Talk triology or Gaga's The Fame Monster. Rihanna would've hugely benefitted from such a concept aswell.
