1) Many Japanese retailers have already put the price cut in place. That explains the Vita's spike in sales.
2) The Wii U has upcoming games that people care about. Zelda, Super Smash, Bayonetta 2, Mario Kart, Mario, X,... the list goes on. What does the Vita have in its future that makes this sales spike a continuing trend rather than just a temporary effect of a price cut? Nothing.

Yes 4th quarter of 2013 sounds right. All the attention? Are gamers one track minded? Can they not want two things at the same time? Yes, money will be an issue, but the Wii U has been out for some time now. A chunk of people won't have to drop money down for the console. Both will do well this holiday season.
And lbr, Monster Hunter 4 will be ported from the 3DS to the Wii U which will just help the Wii U even more.
