If anything this will make people hesitant to buy a PS4 and keep their PS3's not the other way around. If it supported PS3 PSN games then consumers who spent lots on money on their PSN games would more than likely go to PS4 since they could play their purchases on the PS4 while they get the money to buy new PS4 titles.
And while it will have a streaming service for PS3 games it will most likely support only a select few for the time being and it will most likely need a constant online connection.
The only good thing you pointed out was how they plan on to keep supporting the current gen system.
