Gaga may be a great vocalist, but she has never stepped out of any boundary or vocal-comfort zone. Never shown any dynamic or progress. Never has dared to be half the vocal acrobat Rihanna is. Just listen to their discographies.
Rihanna has proven she is able to take on a myriad of genres & pull it off quite effortlessly. She has successfully expressed anger, pain, wrath, vulnerability, power, success, defiance, sensuality and even apathy through her vocals.
Gaga has the same tone & vocal techniques throughout all her music, there is little vocal-variation. She could not, for example, ever pull the emotional-vulnerability of something like "Stay" Or "Love The Way You Lie". The attitude of "Hard" or the seduction of "Skin". She's too... Broadway.

Excellent. Analysis. Gaga's voice is not diverse. She has never released a ballad.
People acting like the contrast in vocals between You and I and Love Game is equal to Rihanna's contrast in Stay, Pour it up/Skin
