"Thrift Shop" adds another best-selling week to the list (under 300K or more), shifting 381,000 copies, bringing their total entries to the all-time list to 4 (OP updated).

A thrift shop is a place where people can donate clothes that they don't want anymore. the store sells these items back to customers who want to get them really cheap. the "it was 99 cents" line in the song makes reference to the low pricing that items can be bought for at these thrift shops.

Yea, if I recall correctly, LYL was held back from digital services for weeks, so the airplay and hype was already building. Still impressive nonetheless, considering it was 2008
