But Rihanna doesn't actually MAKE the hits.

According to people within the industry neither does Beyonce.

I agree with most people in this thread that Rihanna is the bigger hit maker. But at the same time I feel as if Beyoncé has the better ability to make a song a sensation if that makes any sense.
