In Europe, for example in my country, University undergraduate degrees that are 3 - 4 years in length are very accessible, they only cost 2500 USD a year. So basically its the norm for all teenagers to go to university as soon as they finish secondary school (around 18 years old). It's only very very minor and marginalized groups whose kids wouldn't go to college because they breed a culture of unempolyment.

Well the US has the most amount of college graduates. But that may be due to population and amount of schools. Yeah college is expensive but that's only if you go to a private university, very wealthy, or didn't work hard enough to get a scholarship. So very few pay that fee. And that's why almost everyone goes to school.
