That's the thing. English, Welsh, Scottish and Northern Irish accents are all completely different but still "British accents"...and then within each country the accent can noticeably change from town to town, let alone city to city.
"Posh" isn't really an accent, it's just how a relatively tiny amount of people are taught to speak. A neutral, well spoken, typically Southern English accent is what most will hear when they think of a "British accent" (assuming they aren't imagining Queen's English). Either that or a cockney Landana (Londoner).
