In the UK when I was younger it used to be perfectly legal for girls to pose completely naked in magazines and newspapers at age 16. They've tightened down on it now, so it's less common to see 16-17 year-olds naked in magazines, but at age 16+ you're still allowed to do nudity in certain circumstances, for example in a play (Daniel Radcliffe is a good example, he was 17 when he acted in Equus, but it's legal in the UK as he's over 16).
