I don't think that was ever a running joke. Those Avril, Mariah or Gaga stans take the "Queen of Japan" tittle very seriously. They've been fighting about it all the time. Also I don't think there are many singers that flop everywhere but smashing in Japan (except the local J-pop and K-pop singers ofc), the singers usually have to be big worldwide before they can breakthrough there. I think you got it confused with the #1 Hot dance club thingy lol
