It doesn't need to. Radio has been branching out beyond what we've been used to seeing become hits.
We'll see what happens when it happens. Gaga had a lot of hype going into launching her last lead single, and from there she went on to alienate her core radio audience, which is something that Justin Timberlake didn't really do. He ended on a strong note, and he left people wanting more, leaving behind collaborations so that he hasn't really been completely absent from the scene. He's been around, just not as a lead artist.
Gaga isn't coming back from an extended leave, nor did she end her last era strongly. Her fans aren't really organized anymore either. They've been spending all their time the past year attacking other celebrities, in addition to each other... My question is, can they put aside their bickering to support the new single, or are they just going to waste their time and energy fighting each other and having meltdowns over whether they think the new song sounds like a hit or not?
That's not to say she won't start out strong, because she can. That's just the state of things right now.
