Gaga didn't start anything.
In 2009 Kelly was calling her ugly and a butterface and in 2012 shaded her weight, said she thought she was pregnant and called her disrespectful and rude for not walking the red carpet. Like any fanbase does after some shades their fave, some monsters started attacking her on twitter. Next thing you know, Kelly makes this VERY public, going to several media outlets about her being bullied and saying that Gaga has the worst fans. Which is funny b/c when she was calling Xtina a fat ugly cow and when she even spit on her car, she got hate from X fans but didn't say anything.
Anyway, Kelly's mother then went to Gaga's manager saying that Gaga should say something and tell her fans to stop, she WANTED a reply. After all the crying to the media outlets, Gaga responded to Kelly publicly just like how Kelly publicly whined about some damn cyber hate on twitter.
Every celeb gets cyber hate, every fanbase, monster or not, sends cyber hate and that's how it will always be. There will always be people making fun of celebs so she and people like you need to stop acting as if Gaga did this and that she and her fans are some special exception. Funny how after the backlash from the media and public supporting Gaga that she said this.
